Standard Procedure for submitting projects


Project owners, or their consultants, can submit projects directly to the Danish CDM PDF. To submit, there are two possibilities:

  • Send a completed World Bank format PIN, with a filled in additional information sheet that will be prepared by the Facility,

    or,

  • Complete the PIN of the Facility, and send it to the Facility

Information provided should be in English. The World Bank PIN format, the format for the additional information required, and the Facility PIN format can be downloaded here ..

The information that we are interested in is:
  • Amount of GHG emission reductions
  • Capacities of the project owner to manage the project
  • Additionality argument - short version, based on the standard additionality tool of the UNFCCC
    Methodology to be used - an approved methodology, an existing methodology is the process of approval, or a new methodology
  • Status of approvals (project approval, feasibility study, environmental impact table)
  • Status of financing (type of financing, status of approval of the financing, amount)
  • Comments on the standard LOI and ERPA - clauses that are not acceptable to the project owner
  • Authorizations (in case consultants are hired by the Project Entity and communicate on the Project Entity's behalf).
 
 
 
 
Facility Open for Projects

The procedures of the facility are currently in the process of finalization. We will accept projects earlier, from June 2005 onwards, so if you are interested, you can already submit English language PINs, using the World Bank format, per e-mail to:

 

We will already start screening the PINs we receive. We would then later send you a form with additional information that we would need to make the final selection decision. We aim to let project owners know, within two weeks, whether we would like to support the project or not.
 
Selection criteria

The selection criteria are based on a combination of Chinese, international and Danish selection criteria.

Chinese
  • Project owner at least 51% Chinese enterprise
  • The project satisfies general Chinese laws for investment projects
  • The project contributes to sustainable development

International

  • Project results in the reductions of emissions CO2, CH4, N2O, SF6, PFCs, HFCs
  • Emission reductions would not have occurred in absence of CDM
  • Emission reductions should be established according to approved methodologies (newly developed or existing)

Danish

  • At least 20,000 tons of CO2 equivalent per year
  • Market-based CER prices
  • Little contractual difficulties expected
  • Project should have good chances of being approved (preference for approved methodologies, clear additionality, no adverse social and environmental impacts)
  • Project should be financially viable with the CDM revenues included, and technically feasible
  • No sink projects
  • No big dams (hydropower projects) that do not comply with the World Commission on Dam recommendations
