The Danish CDM Project Development Facility in China

The Danish CDM Project development started operating in July 2005. It aims to assist Denmark achieve its greenhouse gas emission reduction targets, and to assist China develop its capacity to participate in the CDM. Through the Facility, Denmark hopes to buy certified greenhouse gas emission reductions from projects in China.

Background to the Facility

Denmark's greenhouse gas emissions in 2008-2012 should be about 55 million tons of CO2 eq. per year (all greenhouse gas emissions are expressed as CO2 equivalents, because different greenhouse gases have different impacts on climate change). This requires Denmark to reduce greenhouse gas emissions in the period from 2008-2012 by about 20 million tons of CO2 eq. per year. Denmark will achieve this target through a combination of:

  • Domestic measures to reduce greenhouse gas emissions;
  • Emission trading;
  • Joint implementation; and
  • CDM
For CDM, China is a key country because it has a very large potential to create greenhouse gas emission reductions. For that reason, the Danish Ministry of Foreign Affairs has launched a CDM facility in China. Caspervandertak Consulting assists Denmark in the establishment of the Facility in China. Denmark already has facilities in Malaysia, Thailand and South Africa, and is now also setting up a facility in Indonesia, so we can draw on experiences in other countries and in China.

The objectives of the Danish CDM Project Development Facility (Danish CDM PDF) in China are twofold:

  • Increase the Chinese capacity to develop CDM Projects, in other words, to write PDDs that satisfy all requirements.

  • Purchase certified emission reductions, the 'product' of CDM - these are greenhouse gas emission reductions that according to internationally agreed rules have been verified and certified.

  • 27/7/2005: Danish CDM Project Development Facility in China receives first project
    The Danish CDM Project Development Facility in China received its first project, a small-scale renewable energy project, and enters into negotiations for the purchase of CERs.

  • 25/7/2005: Procedures of the Danish CDM Project Development Facility in China finalized
    Draft procedures and legal documents of the Danish CDM Project Development Facility in a seminar on CDM in Lanzhou, Gansu Province finalized. Denmark will provide support for the development of CDM projects in China, and will buy CERs from the projects it supports. Its initial price level is set at 6-7 US$, depending on the project and contract conditions.
