| CDM Capacity Development |

The Danish CDM Facility will help to develop
the capacity to write PDDs through hands-on support of the writing
of PDDs. It will offer a combination of financial support for the
writing of the PDD, and technical support.

| Hands-on capacity development |
Denmark will provide the support to the Project Entity's staff, or
to the Project Entity's consultants, or if the Project Entity is not
interested in developing its own capacities in the field of CDM, and
does not have a contract with consultants, the Facility will identify
and hire Chinese consultants for the development of the PDD. |
| Financial and technical
support |
The levels of technical and financial support depend on the skills
of the consultants or Project Entity's staff: if they have a lot of
expertise and experience with CDM, the level of financial support
will be high, and the level of technical support will consist mostly
of supervision. If, on the other hand, the level of expertise and
experience will be low, the financial support will be low, and technical
support (provided by Caspervandertak Consulting) will be high. Over
time, the consultants or project entity's staff can graduate to lower
levels of technical support, combined with higher levels of financial
support, as illustrated in the figure below. |

| Combinations of international
and Chinese consultants |
The facility also has the opportunity to provide support to combinations
of Chinese and international consultants. In that case, the condition
is that the international consultant is highly qualified, that the
Chinese consultants do at least 50% of the work, and get at least
50% of the financial support. The international consultant then also
has the responsibility to transfer CDM development skills to the Chinese
consultants, for example explaining how different methodologies for
baseline determination and monitoring emission reductions work, and
how they are implemented.

| Level of financial support |
|
The level of financial support depends on the amount of work necessary
to complete the PDD, and also on the level of technical support
offered. If the Facility needs to hire consultants, it expects to
pay for 'normal-sized projects' that can use existing methodologies:
- High level of financial, low level of technical support: EURO
25,000-35,000;
- Medium level of financial support and technical support: EURO
15,000-25,000;
- Low level of financial, high level of technical support: EURO
5,000-15,000.
The exact amounts will be based on the market,
through restricted bidding with a maximum budget indicated.
If the Project Entity wishes to use its
own staff for the development of the PDD, or has hired a consultant,
the level of support provided depends on the amount the Danish Embassy
expects to pay if it uses the services of consultants it needs to
hire in the market.
