Announcement on stakeholder consultation meeting for Guizhou Kaiyang Nanjiang Hydropower Station Project

Guizhou Kaiyang Nanjiang Hydropower Station Project is applying for CDM (Clean Development Mechanism) Gold Standard (GS) retroactive registration. The comments of stakeholders needs to be solicited on impact of the project on local environment, society and economy as required by the GS.

GS certification launched by the NGO, World Wide Fund For Nature (WWF) recognizes and admires the CDM projects' contribution to environment integrality and sustainable development.

The project is located at the main stream of Yulianghe river between Xinlong village (belongs to Nanjiang town) and Nangong village (belongs to Nanlong town) in Kaiyang county, Guizhou province, China.

Brief Introduction of Guizhou Kaiyang Nanjiang Hydropower Station Project

Nanjiang Hydropower Station is located at the main stream of Yulianghe river between Xinlong village (belongs to Nanjiang town) and Nangong village (belongs to Nanlong town) in Kaiyang county, Guizhou province, China. The project is a run of river hydropower station, constructed and operated by Guizhou Kaiyang Xinglong Hydropower Co., Ltd. The project has created 15 jobs.

The installed capacity of the project is 21MW, consisting of 2 turbine units with each capacity of 10.5MW. The annual power supply is 65,690MWh. The electricity is delivered to Guizhou Provincial Power Gird which is a part of South China Power Grid. The project design mainly consists of a diversion type hydropower station with a dam, water diversion system, and power house. The maximum height of the dam is 64.9m with a length of 128.51m. The surface area of reservoir at full capacity is about 0.59km2, and the total storage is about 9,780,000m3. The diversion system consists of bank-tower intake, diversion tunnel, surge shaft and pressure pipe. The length of the diversion tunnel is 3,916.3m and the length of the pressure pipe is 188.6m. The water returns to the river after driving the turbines, therefore forming a water reduced river reach of about 5km between. The project occupied 14 Mu (9,333m2) land, of which farmland is 4 Mu (2,666m2), but the land expropriation did not result any resettlement.

The project started construction in Jan. 2006, and started full operation in Aug. 2007. Up to Jan. 31 2014, a total of 440 million kWh of electricity had been delivered to the gird.

The project activity's contributions to sustainable development are:
• Reducing the dependence on exhaustible fossil fuels for power generation;
• Reducing air pollution by replacing coal-fired power plants with clean, renewable power;
• Reducing the adverse health impacts from air pollution;
• Reducing the emissions of greenhouse gases, to combat global climate change;

Summary Environmental Impact Assessment of Guizhou Kaiyang Nanjiang Hydropower Station Project

I. Objective of the project
The main objective of the project is power generation, to supply power to the local industry, agriculture and residential use.

II. Summary of the main impact
The main impact in the construction period are in the below aspects: (1) the vegetation may be impacted by the project construction and reservoir submerge; (2) waste water from may be produced by construction and construction workers; (3) construction and transportation and some explosion may make noise; (4) dust may be made through the excavation and processing of the construction material; (5) the construction may break the land surface and bring some impact on ecosystem by some soil losses. These impacts occur in the construction period, and will disappear, mitigate, resume as the project construction finishes.

After the project starts operation, the main impacts are: as the project diverts water from the river, the water reduced river reach of about 5km is formed after the dam which may impact the aquatic organisms.

III. Analysis of main impact
(1) Submergence. The reservoir and the submerged area are small. The surface area of the reservoir is 0.59km2, and the surface area of the river has minor changes. In the submerged area and the place where dam and power house are located, the forest coverage is low. The main vegetation are shrubs. No rare were plants were found in the submerged area, therefore the submergence resulted by the project has slight impact on the local plants.

(2) Water reduced river reach. The project is a run-of river type project; the diversion channel is 4,104m. A 5km long water reduced river reach is formed. To keep a natural water flow, more water should be released from the bottom holes of discharging sediment during the dry season and normal season in the dry years to supplement the ecological flow.

(3) Water and soil loss. Waste caused by the project construction will be piled in the waste disposal area; it will bring water and soil loss impact. The project developer contracted an institute to make a Water and soil conservation plan, and carried out the plan accordingly. This plan was approved by the Water Conservancy Bureau of Guizhou province.

IV. Conclusion
Based on the analysis of the environmental status and the environmental pollution prediction, this EIA report provides measures and evaluation on environmental protection for the project. It shows that the impacts are limited and temporary. To protect the environment while constructing the project, the measures provided by the report should be carried out strictly, then, the negative impact will be mitigated. From an environmental perspective, the project construction is feasible.
